2022 MID-AMERICAN REGIONAL SILVER STICK TOURNAMENT RULES
1. Playing Rules: The official USA Hockey Rules shall be used in all divisions except as noted below.

a. A one minute rest period will be provided between each period, including overtime.
b. All periods will be played using stop time (except when the mercy rule applies).
c. No Time Outs during round robin or seeding rounds. One Time Out per Team is allowed in Semi-Final and
Championship Games.
d. Mercy Rule: If any game reaches a six (6) goal differential at any time, running time shall be instituted except for
goals, penalties, or injuries until the differential falls below six (6) or at the end of the game. Six (6) is the
maximum goal differential used in determining standings.
e. Curfew Rule: In the event it is determined by the Tournament Director, all games are subject to a curfew or
changed to a running clock regardless of score.
f. No overtimes will be played during the round robin or seeding rounds.
g. If the score is tied at the end of regulation time in an elimination game, five (5) minute sudden victory overtime
shall be played in stop time. If the tie remains, a shootout will take place until a winner is determined. The
procedures for a shootout will be handed out as they arise.
h. Any forfeited game will be scored as 3-0 in favor of the non-forfeited team.

2. Time of Periods:

4. Team Rosters: For all Silver Stick Hockey Tournaments, teams shall consist of a maximum of twenty (20) players. Two (2)
of the players must be dressed as goaltenders if a full twenty (20) player roster is used.

5. Team Registration: TEAMS MUST BE PROPERLY REGISTERED WITH USA HOCKEY. All teams must submit the USA Hockey
official roster link to the tournament director or designee.

6. Player Registration: PLAYERS MUST BE REGISTERED WITH USA HOCKEY.
Dual Registration: A player who is registered on one or more than one team in a division and is competing in this
tournament must declare, before playing any game, which team they will be playing with and must remain with that team
for the duration of the tournament. A player is permitted to play on more than one team as long as they are in different
age divisions. For example: a squirt age player may play on a Squirt team and a Pee Wee team. They may not play on a
Squirt A and a Squirt B team. We will make an exception to this rule only for goalies playing on same-aged teams in that if
a team’s goalie is unable to play due to injury or illness, another goalie who is double-rostered can play in net for that team
as well as the team the goalie declared to play with for the tournament. (Example: Goalie A is Team A’s goalie; Goalie B is
rostered on Team A and Team B who are playing in same age division(s) at tournament; if Goalie A becomes injured or ill
and cannot play in a tournament game, then Goalie B can play in net for both Team A and B during the tournament).

7. Tournament Registration: The Team Representative must check in with the Tournament Office one (1) hour before their
first game. Each team must abide by the following:
Each player and team must be properly registered with USA Hockey and must be able to provide proof of such. The
following credentials are required.

a. USA Hockey Team Membership Application/Official Player Roster. Your official USA Hockey Roster Form (10T)
numbered and signed by District Registrar or Associate Registrar. The USA Hockey portal ink must be sent to the
Tournament Committee fifteen (15) days prior to the start of the Tournament.
b. Latest version of the Medical Release authorizing treatment for each player, coach and manager. (USA Hockey
Consent to Treat).
c. Signed USA Hockey Code of Conduct form.
d. Other documents pertinent to team activities and player eligibility.
e. If your team is a Mid-Am District team or if your District does screening, we request that your Screening cards
are present in your binder.
f. Teams are placed in a division according to their registration with USA Hockey. Tournament Officials may use
other criteria available such as the league and division a team plays in or My Hockey rankings to determine if
that team is eligible for either the A or B divisions of this tournament. Teams may play up, BUT MAY NOT play
down. Example: Any “B” team may play in the A division if they so choose, but an “A” team cannot play in the
B division. Moreover, a “AA” team may not play in either division.

8. Check-In: Teams must be present no later than forty-five (45) minutes prior to game time. The Head Coach must sign the
score sheet and insure it accurately reflects his team and note any scratches prior to the start of the game. Teams must be
on the ice at the designated times or warm-up will be forfeited. When the official is ready to start the game both teams
will be ready to play or a forfeit will result. A forfeit is scored as 3-0 in favor of the non-forfeiting team.

9. Player’s Bench: Only rostered team players and a maximum of four rostered (4) team coaches may be on the bench.
Coaches must be in full compliance on the team’s USA Hockey roster. NO RED-LINED COACHES OR COACHES NOT LISTED
ON THE USA HOCKEY ROSTER WILL BE PERMITTED ON THE BENCH. No parents, spectators, or photographers (except
official tournament photographer) are allowed in the bench area.

10. Off Ice Officials: The tournament will provide a timekeeper and score keeper for each game. Each team will be required
to provide a penalty bench attendant for each of their games. This person’s responsibility is defined in the USA Hockey
Off-Ice Officiating Manual. No other activities shall be performed while serving in this capacity. For example, but not
limited to, photography, videotaping, or recording of game statistics. Only the official tournament photographer is
permitted to take photos in the penalty box and player bench area.

11. Captain and Alternate: The referee or official scorer shall be advised of the name of the captain and alternate prior to the
start of each game.

12. Uniform Colors: The HOME team shall wear either a white or predominately light colored jersey. If a team has only one
set of jerseys, the other team will wear a contrasting color. The HOME team is determined as the first team listed in the
round-robin format or the top team listed in the elimination bracket.

13. Equipment: All players participating in this tournament must wear equipment that meets the requirements of USA Hockey
as defined in the current rulebook. In Mid-Am, Pee Wee and above players MUST wear an internal mouthpiece and all
players helmet straps MUST be fastened.

14. Game Officials: Game Officials will be from the Mid-Am District and will be assigned by the Fort Wayne Regional Silver
Stick Committee.

15. Conduct/Profanity: Profanity will not be tolerated from players, team officials, parents, and fans. Any profanity will be
dealt with severely. Cowbells, air-horns or any other noise-making device will not be allowed in the tournament venue(s).
Any violation will be dealt with per Tournament Director discretion up to removal from the venue.

16. Fighting: Any player receiving a fighting penalty will be suspended for the remainder of this regional tournament.

17. Tournament Suspensions: Any player receiving a match penalty shall be suspended from further play in the tournament.
Any coach, manager, or team representative receiving a game misconduct shall be suspended for the next game of his/her
team. Physical abuse of an official or match penalty will result in suspension from the tournament. Any coach, manager,
or team representative who has received a suspension will not sit close to his/her team while the suspension is in effect.

18. Protests: NO PROTESTS SHALL BE PERMITTED.

19. Medical Assistance: Emergency medical assistance will be on call for any major injury.

20. A minimum of three (3) teams must be present for that division to take place.

21. Round Robin Winner: The standing determination in the round-robin games will be determined by the method defined in
the USA Hockey guidebook with the exception that six (6) goals is the maximum differential allowed when comparing
Goals For vs. Goals Against in each game. Points are as follows: Two (2) points for a win and One (1) point for a tie.
a. Tie Breaker rules to determine standing position: If two or more teams have equal number of points, their
position in the standings shall be determined by the following tie-breaker format. If one tie-breaker establishes
a clear position for one or more teams, each team is placed in the applicable position. Once a team is placed, the
remaining tied teams shall start the tie-breaker process all over again in step 1.

b. The tie breaker formulas are as follows:
1. The result of the head to head games played between the tied teams only when all tied teams have
played against each other in the round robin games.
2. Most Wins.
3. Differential – Subtracting total goals scored against team vs. total goals scored by team from these
games, the positions being determined in order of the greatest surplus.
4. Most periods won – In the games played by each of the tied teams, points will be awarded for each
regulation period won. Two (2) points for each regulation period won and One (1) point for each
regulation period tied. Position shall be in order of the highest point total.
5. Quotient – Highest Goal Average (Determined by dividing the Total Goals For (Six Maximum per
game) by the sum of the Total Goals For plus the Total Goals against (TGF ÷ (TGF + TGA)).
6. Coin Flip.
If after applying the formulas of b1, 2, 3, 4, 5, 6, the tie still exists, we will refer to the USA Hockey Annual Guide
under District Playoffs and National Championship.


22. Semi-Finals: Any Semi-Final round will be determined after all the divisions are filled and the format will be listed when
you receive your schedule after the registration is complete.

23. Tournament entry fees will not be returned if your team elects to withdraw from the tournament for any reason. Your
team’s confirmation of acceptance in the tournament will be in the form of acceptance of tournament entry fee via cashed
check or money order and/or notification by Tournament Director.

24. All Rulings by the Tournament Officials are final
